Фильм посвящен выдающемуся государственному деятелю Георгию Васильевичу Чичерину (1872-1936). Чичерин - российский революционер, советский дипломат, первый нарком иностранных дел РСФСР и СССР. Член ЦИК СССР 1-5 созывов, член ЦК ВКП. Музыковед, автор книги о Моцарте. В память о Чичерине на стене здания, в котором он работал, была установлена мемориальная доска. В его честь названа Чичеринская улица в Петергофе (Санкт-Петербург) и Улица Чичерина в городах Челябинске и Оренбурге.
