Roger Hudson, a wealthy businessman who has moved to Washington to work for the government as a "dollar a year man," is late for a radio broadcast about his new department, the Mobilization of Woman Power for War. He takes a cab driven by Dixie Dugan, who hopes that being a cabbie while the country's men are away fighting will help the war effort. Her incompetent driving, however, results in an accident for which Roger must take responsibility in order to reach the radio station in time. Dixie then returns home, where she lives with her father Timothy, who is constantly practicing his air raid warden duties, her mother Gladys, an aspiring Red Cross worker, and cousin Imogene, who studies incessantly to become a "quiz kid." The Dugans rent out their spare rooms to Dixie's fiancé, Matt Hogan, and to blustering Judge J. J. Lawson. Matt, who works in a munitions factory, wants Dixie to settle down and marry him, but Dixie is determined to help her country.

Meanwhile Mrs. Fielding's son Tom makes eyes at Peggy but she's smitten with a famous football star so she tries to redirect his interest to Susan.

Maisie is a secretary. We watch her dashing to work, then sitting through a typical day, reading novels and eating candy. But that's all prelude, as she lives to shop, particularly for hats. She tries on a wide variety of hats, but her heart is set on #36, which she's told must be special ordered. She orders it, and we switch to the hat workshop, where we see the designers, all of them clearly insane. Number 36 is let out long enough to whip one up for Maisie.

A series of gags hung on a football game. The running gag is a baby licking an ice-cream cone; the portly man sitting next to him keeps stealing licks. We see the warmups (a kicker punts sitting in a chair; three other kickers break into a chorus line). The coin flip: the players pile on. The kickoff: the ball stays put and the man holding it is kicked. A re-kick: one player is used like a golf club by another. Some razzle-dazzle on the scrimmage line. The QB fades (literally) for a pass. Half-time: a quick show by the marching band; the team beats up their coach; a cheerleader rallies his team's supporters: one man. Second half: A touchdown run is interrupted for a commercial announcement; when completed, a cheerleader literally yells his head off. A quick montage of action, then the final gun which comes from the ice-cream tot, finally fed up with his neighbor.

Gang Leader Dutch Malone goes on a hunting trip and is in a car wreck and is confined to the hospital, without the knowledge of any of his gang members. District Attorney Brady induces taxidermist Peter Winkly, who is an exact double for Malone,to impersonate Dutch and assume leadership of the gang. Winkly "takes over" the gang and only Rita, Dutch's girl friend, has any suspicion that he is not really Dutch. But Dutch sees a newspaper showing him out on the town, escapes from the hospital and is on his way to look up the impostor.
