Beppu Sumire is a wedding planner who works for True Love Bridal (TLB), a well-established wedding hall. Her late mother, Sakura, showered love on her and would always tell her that she is lovely. In 2011, a journalist arrives in Nagaoka, a Japanese village that underwent destruction during both World War II and the 2004 Chūetsu earthquakes, and is now notable for the fireworks it launches annually in memory of the victims of war. She is there for two reasons: firstly, to learn about the experiences of Nagaoka's inhabitants, and secondly, to watch a stage play written by an enigmatic student of her ex-boyfriend, which depicts the bombing of the city during WWII.

The film depicts carnivalesque atmosphere summed up by the cry "Ei ja nai ka" ("Why not?") in Japan in 1867 and 1868 in the days leading to the Meiji Restoration. It examines the effects of the political and social upheaval of the time, and culminates in a revelrous march on the Tokyo Imperial Palace, which turns into a massacre. Characteristically, Imamura focuses not on the leaders of the country, but on characters in the lower classes and on the fringes of society.
