Возвращавшийся с учения военный корабль получил задание задержать неизвестную шхуну, нарушившую территориальные воды ГДР. И хотя при обыске на судне ничего противозаконного не нашли, у командира корабля Фишера вызвал подозрение хозяин шхуны Арендт - бывший лейтенант береговой фашистской батареи. Сомнения Фишера подтвердились, когда на борт шхуны поднялся водолаз, фотографировавший под водой военный объект. Расследование показало, что задержанная шхуна шла с диверсионными целями, выяснилась также и «деятельность» Арендта, бывшего оберштурмфюрера гестапо.

В острой сатирической форме фильм высмеивает психоз, вызванный гонкой вооружений и пропагандой "красной опасности". Действие происходит во второй половине XX века в Западной Германии. Кино, радио, пресса - все вопят об атомной войне, об агрессивных планах русских. Военный психоз достигает такой степени, что очередная пропагандистская радиопередача, посвященная будущей третьей мировой войне, принимается за сообщение о реальной опасности.

Andreas works as an assistant in his father’s small-town bakery. However, he actually has other plans: As a passionate trumpeter, he wants to study music in Berlin. Therefore, Andreas decides to try his luck in Berlin and starts working in a wholesale bakery together with his friend Paul. Incidentally, the in-house band is looking for a trumpeter.

The young architect Hannelore becomes part of the all-male brigade Fröhlich whose members are supposed to build houses at the Strausberger Platz in Berlin. The brigade men drink a lot of beer and are less than thrilled about the new girl. Hanne is the only one who is absolutely delighted with Hannelore. When he starts a drunken fight on May Day, he is arrested and accused of armed robbery. Hannelore immediately convinces the other men in the brigade to help Hanne.

The soldier Martin has been relocated to a small border village in Thuringia. During a storm, he comes to the rescue of Renate, a farmer′s daughter. The two young people fall in love, thereby upsetting Renate′s father who has already promised his daughter to the son of the big farmer Grabow. Henceforth, he does his utmost to tear Martin and Renate apart. Meanwhile, Grabow prepares to flee the GDR with the help of the lance-corporal Zimmer who is indebted to him.

At the end of the 1950s, the production of optics in the German Democratic Republic has reached top quality and instigates interest in the West. When national demand rises strongly and at the same time the export to South America heavily decreases, the Volkspolizei - the GDR police force - starts to look into the case. Two seemingly unrelated cases are the starting point for the investigation by second lieutenant Schellenberg of the department for optics racketeering: An old woman who was arrested in the Berlin city railway for trying to smuggle a pair of binoculars to West Berlin, and a dead person in an area of allotments who was involved in obscure dealings with optical devices.
