Фильм основан на реальных событиях, происходивших в Москве в начале 1980-х годов. Возвращающегося поздно вечером офицера КГБ в штатском на станции метро «Ждановская» задерживает милицейский патруль. Офицера, который начал активно возмущаться произволом, завели в дежурную комнату милиции и нанесли тяжкие увечья. После этого милиционеры решили добить свою жертву, а труп увезти и выбросить за городом. Расследование поручается следователю Прокуратуры СССР Глебу Ярину. Вскоре он оказывается вовлеченным в противостояние двух непримиримых соперников — КГБ и МВД. Высшее милицейское руководство собирается любыми способами замять скандал между силовыми ведомствами.
