When his mother, who has sheltered him his entire 40 years, dies, Elling, a sensitive, would-be poet, is sent to live in a state institution. There he meets Kjell Bjarne, a gentle giant and female-obsessed virgin in his 40s. After two years, the men are released and provided with a state-funded apartment and stipend with the hope they will be able to live on their own.

Knut Hamsun is Norway's most famous and admired author. Ever since he was young he has hated the English for the starvation they caused Norway during WWI. When the Germans occupy Norway 9 April 1940 he welcomes them and the protection they can give from Great Britain. He supports the national socialist ideals, but opposes the way these ideals are turned into action - that Norwegians are jailed and executed. His wife Marie travels in Germany during the war as a sign of support from Knut and herself.

He is afraid he might become the last Fleksnes. His mother enrols him in a charm school, where he excels. At the same time, a young lady moves into the apartment across the hall.

Three years have passed since Elling moved to town together with Kjell Bjarne, his roommate from the institution at Brøynes. Elling now lives on his own in the apartment. Kjell Bjarne has moved up one floor, to Reidun and her little daughter Mojo. Elling feels like an outsider, and he isolates himself more and more. He observes humankind with astonishment, and wonders at how everyone else seems to be adjusting so well. Finally, Kjell Bjarne takes care of the situation. Elling protests, but he is still pretty happy as he is transformed into a new man, clean, fully rested and well dressed. Deep inside, he also knows what's lacking, and one evening he finally finds the woman he knows is able to fill the void in his life. He's willing to do anything to win her trust and conquer her love. But when he is invited home to his new girlfriend for dinner, a few objections appear to Elling, and the story doesn't end quite the way he had thought it would.

The film points a strong warning against religious fanaticism and against contemporary preachers, and it met then also strong opposition from some of these . In the film we meet the piecemeal lay preacher , Brother Gabrielsen ( ALF MALLAND ) , who discovers how modern music , rhythms and ecstasy gives great success when it comes to getting listeners to his preaching . He will soon get his big break , and keeps ecstatic revival meetings with tongues and " healings " through prayer . It ends in discouragement and defeat then wonders absent for Gabrielsen , and personal tragedies for those who were misguided .
