In Porto Alegre, the unemployed Ciro has a dull life in a simple apartment with a nameless stray dog that he had found on the streets. Ciro is supported by his parents and works every now and then in translation of Russian. When he meets the aspirant actress Marcela, who dreams on traveling to other places, they immediately fall in love for each other. However, Marcela has a lymphoma and travels for a treatment, and alone Marcelo becomes depressed and returns to his parents home.

Brazil, 1961. In the underground of the Piratini Palace, the governor of Rio Grande do Sul, Leonel Brizola, awaits a bombing by the Brazilian armed forces. The country is on the verge of a civil war, following the resignation of president Jânio Quadros and the movement to keep vice-president João Goulart from taking office. Using the radio transmitter from his improvised bunker, Brizola sets up the Legality movement, to ensure Goulart's right to the presidential chair. Caught in the crossfire, two brothers who are in love with the same woman unite to fight alongside Brizola.

In Rio Grande do Sul, the newcomer intern Paula sees the schizophrenic Dante Becker and she decides to study his case for her graduation work in the university. She learns that Dante was left in the institution ten years ago and has been abandoned by his family, friends and even the doctors and his files are lost. Her supervisor retrieves the name of Dante's father Gregório and the women Renê Heller and Berenice that had visited him in the past and she interviews them to discover what happened with Dante.

The impact of graffiti as a cultural phenomenon in the city of São Paulo and its international influence as one of the main currents of Street Art The film participated in the exhibition Ne dans la Rue (Born in the Street), the Fondation Cartier pour l'Art Contemporain in Paris. The documentary shows the reality of taggers, accompanies some actions, conflicts with the police and shows a different view of some interventions already much exploited by the media. The film does not provide answers, but provides arguments for the debate: is graffiti art or a crime?
